States that mandate statewide health information databases (or “all-payer claims databases”) or are in the process of implementation, 2012.


With rising health care costs for states and families, health care information databases, know as “all-payer claims databases” or APCDs, are large-scale databases that are designed to inform cost containment and quality improvement efforts. Through state mandate, APCDs have health information about the costs associated with various services, providers and facilities; the frequency of which those services are provided; and where the care is typically delivered. APCDs help increase transparency and accountability to help consumers make informed decisions about the cost and quality of care, help providers target improvements, and help policymakers assess health care disparities.
